
The City of Carmel, Indiana, has deployed Genetec Security Center across more than 40 municipal sites, bringing security and operational systems together to help departments coordinate resources, respond to emergencies and manage daily services.
Public safety teams use the platform to monitor video, alarms, emergency calls, response vehicles and IoT sensors through an interactive city map. First responders can access the same information on mobile devices, supporting coordination when incidents occur.
Shared information supports emergency response
The system was used when a rare tornado struck Carmel. City teams mapped the storm’s path and assessed damage across the community, identifying the hardest-hit areas. That information helped direct first responders, utility crews and public works resources to locations where they were needed most.
“By bringing all our departments onto one city-wide platform, we’ve reduced complexity. The result is better decisions for our community, higher response efficiency, and more cost-effective operations that benefit our residents,” said Morgan Rinehart, Network Architect at the City of Carmel.
Beyond public safety, departments use information from multiple systems to assess conditions across the city and make decisions about resource deployment. Engineering and street teams can monitor road conditions, coordinate snow removal and manage traffic around construction detours without sending staff into the field to check conditions. Parks teams monitor crowd levels, facility use and safety at the city’s waterpark and on its trails, while public events teams track pedestrian traffic in community plazas and at gatherings.

The platform also gives Carmel’s IT team a centralized view of system health. Staff can monitor device status, identify potential vulnerabilities, review cybersecurity information and manage firmware and software updates. This helps the city oversee its growing number of connected devices.
Carmel is taking a hybrid approach to its security infrastructure. The cloud-based Security Center SaaS platform provides flexibility when temporary projects or large events call for expanded video coverage. The city can deploy mobile cameras and connect with systems operated by local schools, sports organizations and critical infrastructure partners.
Platform expansion planned
Carmel plans to expand the platform as its smart city initiatives develop, including by connecting additional systems and community partners. Its open-platform approach allows the city to add capabilities as needs change while maintaining a consistent approach to security and operations.
